This is a Hairpin Lace Tool or Hairpin Crochet Fork and I have heard it called a Crochet Loom.

There are 8 different postions to use this tool - 20mm, 30mm, 40mm, 50mm, 60mm, 70mm, 80mm to 100mm width.

The forks (legs) themself measure 30cm.
